Why do China and India allow their rivers to be polluted (the Yangtze and the Ganges)?

Question by cancersucks: Why do China and India allow their rivers to be polluted (the Yangtze and the Ganges)?
Raw sewage, pigs blood and a host of other things go ino these rivers unchecked. Waste water is supposed to be treated before it is discharged into rivers.

perhaps they don’t have the resources to prevent this.
